Rocio was appointed to Director of the Human Resources in 2018. She began her career at the County in 1990 as an office assistant in the County Executive’s Office and moved up through the ranks, including serving as a budget analyst, administrative services manager, and deputy director of human resources. She has a BA in Sociology from San Diego State University and a Masters in Public Administration from Cal State East Bay.
Rocio is a graduate of the County’s inaugural Executive Leadership Academy and Berkeley Executive Seminar. She is the recipient of the 2009 Women in County Government Award for development. Rocio is passionate about growing the talent pipeline and deploying programs and initiatives that contribute to a positive employee experience and exceptional service to the community we serve.
